   Years ago, as the immigration began heating up - and I preface this with the   
   caveat that that, though law makers were completely aware of the portend of   
   immigration chaos, they did nothing and today we are trying to deal with it.   
      
   I suggested an approach to creating a public policy that was legal   
   (Constitutional), clear (easily understood and enforced)(it is said that good   
   law does the most good for the most people for the longest period of time),   
   orderly (consistent with process).   
    As we now see, the whole matter is totally ineffective.   
      
   At my advanced age, I see no solutions, only useless busy work for politicians.
