I think they mean everyone involved, regardless of who, for any given
show, especially if they were responsible in some major way for
shaping the direction of the television genre. That means actors,
writers, directors etc. In this particular episode for instance,
Shatner was highlighted, along with Gene Roddenberry and Rod Serling,
because all were influential to the medium, although more attention
was given to Serling and Roddenberry in a sense, because they actually
formally shaped the direction of their shows. Shatner worked with what
Roddenberry gave him to work with on "Star Trek", so in his own way,
he helped steer that show in a particular direction at times, and was
therefore creatively involved in putting together what ended up being
the final result of a scene or episode.
