You have the causes but didn't connect them.  IIRC Earth had first contact
with the Centari.  When the Narn started to communicate with Earth they
let Earth know about the troubles betweeen their races.  Until there was
some reason for the Narn to trust that Earth might be friends, rather than
enemies due to their prior association with the Centari, there was 
considerable doubt about their relationship.

In other words the Narn hate or distrust the Earthers because they first 
had contact with the Centari and thus must themselves be untrustworthy.
