Kosh and presumably the Vorlons as a whole, knew everything Sinclair
experienced until Babylon 4.

To a degree, the enigmatic nature of Vorlon behaviour makes sense until that
critical point in the timeline since they had Valen's advance intel. Not a
coincidence then that they abandon the cold war and go all-in just before
Sinclair takes B4 back in time. They no longer have assurances that caution
will ensure their future plans to play out and suddenly they're just as active
as the Shadows as a result.
