Yes, that link is correct but Kim posted recently:

"To celebrate that new BBBS beta is available at: https://b.bbbs.net/simka/

It's mostly a bugfix version but includes some new features. Changes since
4.01 are:

v4.10   RSN (Toy)
        Unlike previous betas Toy-3 works also with unregistered key file."
        ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
