Here is the command line I use to start my bbbs.exe:

bbbsd 1 27 telnetd:23 httpd:80 rawd:24556:binkp

Hopefully that will help.  Also, to bind BBBSD tp a port lower and 1024 you
might want to try running it with sudo.
