Article 2c, the regulation does not apply to the processing of personal data by
 a natural person in the course of a purely personal or household activity.
Also, see recital 18, which states that if it has no connection to a
professional or commercial activity, it is not in the scope of GDPR, including
correspondences, holding of addresses, social networking and online activity
undertaken within the context of these activities.

If run by a private person or in a private household with no commercial or
professional purpose, yes.
