I suspect this is what I need to do.

I can use those commands to up/download mail packets to the BBS and it works
well for me. Maybe I need to create a different user for those QWK packets from
 the QWK hub?

Yep, I've been looking in there.. :)

I'm close now I think but I'm missing a detail somewhere.. I'll keep looking.
