It does.

It is, until this fall, when you will need to change it back to -0800 when you 
fall back to standard time.  There is extended syntax for the TZ environment 
variable that allows you to specify when the time springs forward and falls 
back.  This (if supported by BBBS) would in theory allow you to set it and 
forget it, because the software would have all information needed to decide if 
you were currently on standard time or daylight savings time.
