Running "file linux-armv6l/bcfg4" says:

linux-armv6l/bcfg4: ELF 32-bit LSB executable, ARM, ...

So you need 32bit glibc: either 32bit OS or 32bit glibc.deb. I'm not sure if
RPi OS has mixed 32bit/64bit debs available.
