If you're looking to access Fidonet strictly through Netsurge's BBS, then that 
is up to Netsurge.
If you're willing to get a separate account in order to access FidoNet over 
NNTP, then the answer is definitively YES.
http://www.easternstar.info is a website dedicated to such a service.

If you are looking for an end user account / service, the option "User 
Applications" is what you are looking for.
If you are a Sysop in any form, then "Sysop Applications" would probably be
more 
to your liking.
