I believe with the 56k technology, you needed a special connection from the
ISP to the phone company. This is one reason why you could never get as good
a connection from a regular modem to regular modem.
As for sucky connections, it depended on line conditions. For years I
couldn't get decent connections due to a fault somewhere in my block...like
others, we put out countless calls. At some point something finally got
fixed, and I could get those stellar 45-48k connections.
