Looks like this URL:

Is linked to under the "news.bbs-scene.org" section of the main page.  (If
Netsurge is reading, he might want to fix that.)

Try this one instead:

http://bbs-scene.org/users_Registration.php

(It's linked to from the "Login" menu at the top of each page.)
