   Police are usually a reflection of the society and governmence of the   
   area.  Pretty good chance if the police are corrupt, so is government in   
   general.  And the peoples values are of low moral worth, like the   
   corruption or they wouldn't vote for it.   
      
   But will admit, police using a PR firm is a no a good sign for police   
   integrity.
