   Lowering the BAC limit for legal sanction appears to have had   
   no good effect on driving, and in fact may contribute to the   
   recent spike in lethal impaired rates because there's no perceived   
   value to limiting intake since the same legal sanctions apply   
   to a glass of wine as to a forty-pounder of JD.  That's what   
   zero-tolerance begets: intemperance.
