Take Cpl.       Monty Robinson (the Vancouver airport taser guy) for example, hits and       kills a motorcyclist then trots off to have a couple of shots of vodka       before returning to the scene. Police can prove legal impairment by       taking his BAC, but now they can't prove when the impairment took place       (before or after the accident).
