   The arthmetic is correct.   
   There are 1000 litres in one cubic metre.   
   So, 319,500,000/1000/1000*$0.85 = $271.50   
      
   That's the "variable" part. What is not disclosed is the amount of the   
   annual fee. Hopefully, it's going to be a little bit more significant   
   than $270.00 plus or minus spare change.
