Litres, cubic metres, I had no idea of their       relationship.               Now I'm wondering if there wasn't a mis-reporting of the       rates. Because $270 bucks seems like a ridiculously low fee       for a corporation to pay for what seems to be a sizeable       amount of water. (I'm trying to picture 71 million imperial       gallons of water. I can't.) I'd think the administration       costs of implementing the fee would be higher than that.       Why even bother?
