OUT files are for netmail, FLO files are for other types of files to be sent
such as echomail packets, nodelists, etc:
Immediate ("iut" or "ilo")
Continuous ("cut" or "clo")
Direct ("dut" or "dlo")
Normal ("out" or "flo")
Hold ("hut" or "hlo")
