Blue Wave, the actual product, has been dead for years now.

I use Multimail, which does QWK, QWKE, Blue Wave, SOUP, and a host of other 
offline mail formats and it works well (and is open source).

However, there are many who still use the DOS-based reader.  I still run the 
original Blue Wave BBS door on my BBS for my users.
