   If you're homeless, or have mental or addiction issues, you can be detained.   
   But if you're just one of the thousands who flout the rules for    
   elf-isolation, you're very, very unlikely to get even a fine?   
      
   Yeah, that's the way to get the population thinking seriously that this is a   
   killer pandemic, Premier Kenney. Mustn't upset the voters . . . some of them   
   may be Conservatives.
