"Could" means you have to jump through some hoops.  It used to be you could
refer someone and once they opened an account and had their paycheque
deposited it would count as a successful referral.

Now one needs to:

Deposit at least $250 within 60 days & maintain a minimum $250 balance for 60
consecutive days.

Have an automatic payment come out and balance dips to $249?  No bonus for you.
