I never thought of the problem that way. Yeah,, it would would  
be hard for families separated by provinces to get together if  
the holiday wasn't enacted country-wide.

I think that was part of the justification for establishing the  
day in February. Prety much ever other month has at least one  
holiday, and February had none.
