The system is pretty straightforward. You become a stay-at-home mam (or dad, works that way too) and get paid. At the same time a person is hired with the qualifications but lacking the experience for that now temporary vacant employment. When the stay-at-home person returns to the job, the fill-in person has had the opportunity to get work-experience and stands a better chance of applying for a job ...
