Yup, Public is just like Koodo where they'll cut you off at the end of your "bucket", you can purchase a top up if needed. I spend most of my time either at home or work where I have wifi, so I tend to only use 4-6GB per month. The only time I would use more than that is when visiting my Dad up north (he doesn't have a computer or wifi) or when camping in the summer. Even then I'd only use about 30 or 40GB that month (only 40GB if it's raining a lot). Public Mobile used to offer unlimited data plans where they'd throttle you to 512Kbps after you used all of your high speed data, I think they stopped offering these when they started offering the "roaming" plans.
