I didn't realize there were multiple other ways to mark a  
ballot (apart from an X or a checkmark)

..but the part about a completely filled circle seems to  
contradict section 5.1.3    ..in other words, a completely  
filled circle seems to be grounds for rejection.

Yeah.. "reduced the tariffs" that shouldn't have been there in
the first place. And now Trump is trying to sound like there is
 progress because "countries wanna make deals".

Yeah.. it's blatantly opposite what the Constitution says about  
gifts from foreign countries.  And even if he does get it  
approved, the Air Force still has to work on it which could  
take years not months.   And.. I hope in the end, no one agrees  
to fill it up with fuel, in the name of national security, of  
course!  :D
