Winpoint is pretty much it as a GUI program specifically for  
Windows.

You can forget about Apoint. It has issues.  This is a little  
outdated now wrt to OXP and Winpoint, but I produced this a few  
years ago when I was comparing three programs:

Since Apoint hasn't and can't change, the issues with it are  
still current.
