Perhaps that "Someone" is referring to digital OTA. That is a real thing.
Global converted to digital broadcasting but the new tower is twice as far
away east than the original analog OTA, and operates with much less power.  I
can't pick it up.  Digital OTA operates mostly in the UHF bands.
