   I believe it was legal  according to the "Redistribution of Lunar Wealth" a   
   Policy of the Early Galactic Governments, so technically they were   
   confiscated or commandeered, not stolen. Earth received a fair compensation   
   by getting to keep a larger Moon than would otherwise have been allowed   
   under the Lunar Allocation Laws. Two other Lunar-Poor planets now enjoy   
   tidal function which would have been denied to them if not for these Laws.
