   Not with Harper in government.   He's squandered the Liberal surplus and spent   
   like a drunken Republican, increasing the deficit to record highs, all while   
   the unemployment rate has soared along with the dollar, which has screwed the   
   manufacturing industry and robbed the oil patch.
