   I fly in Canada. You need to speak to a medical examiner (or Transport   
   Canada) for the final answer,   
      
   However, here is my take on it:   
      
   If you had an IFR rating - no - you couldn't fly at night - your licence   
   is endorsed daylight only. And you need the two way radio in controlled   
   airports because you would not be able to read light signals.   
      
   IFR rating? That's a difficult question. Can you differentiate between 2   
   reds/2 whites and 4 reds?   
   You need Transport to answer this one.
