   Well, sort of.   
      
   Just before Klein, the government was dipping into it and spending out of   
   control.  Which is why Klein cutbacks were in order.  Most governments in   
   this country tend to grow just beyond income and run deficits as the   
   politicians have no vision or sanity.   
      
   The government talks of deposits to the Heritage fund, but never talks of   
   the say 25 year management performance of the fund.  One bad government   
   like the Liberals, and it would be liberally squandered.  Saw that happen   
   with red-tory Getty big government.  He should have stuck to football and   
   fumbled the Heritage fund.
