   The other "first" was that the "Final Solution" was actually government   
   policy, i.e. they specifically set out to kill every last Jew they could   
   lay hands on. Most other examples of ethnic cleansing prior to that were   
   generally the end product of greed, stupidity, and prejudice, but they   
   rarely rose to the level of official government policy.
