   CIDA is a thinly veiled mechanism for transfering money to   
   money lenders.  I once read a detailed plan by them to send   
   $ to somewhere in West Africa that had the money going thru   
   close to a dozen banx and moving 5 times across the Atlantic   
   to get 15-25% of the initial capital onto the ground.  Dropping   
   bundles of greenbacks out of an airplane would have put more   
   money into the right hands.   
      
   So don't worry yerself too much about the Paks getting your taxes.
