   I guess I am late to this conversation.  It was resolved without SCM because   
   the NDA was illegal.  I don't know anything about the Mayor talking to   
   anyone's CO.  We had 3 members, including myself, as councillors back then so   
   perhaps it was one of them.     
   I am now retired from the CF and living in Florida.
