      Federal Court of Appeal labels Valery Fabrikant 'a vexatious litigant'       Judge rules that Fabrikant's general conduct "squanders" the resources of       others and those of the Court.              PRESSE CANADIENNE Updated: July 9, 2019              Vallery Fabrikant, the former mechanical engineering professor who shot and       killed four fellow professors and wounded a secretary at Concordia University       in 1992, has once again been called “a vexatious litigant,” this time by       the Federal Court of        Appeal.              Fabrikant is serving a life sentence at Archambault Institution in       Ste-Anne-des-Plaines.              According to a Federal Court of Appeal judge, Fabrikant possesses multiple       characteristics of a vexatious litigant, such as undertaking unsubstantiated       or dubious proceedings, making repeated attempts to appeal Federal Court       decisions without obtaining        permission, making unfounded allegations of bias of members of the court,       filing multiple motions and sending inappropriate emails to officers of the       court.              Judge David Stratas said Fabrikant told him he was “mentally incompetent”       and couldn’t judge his case.
