   As a rule, common carriers can't refuse to transit anything without a   
   court order or unpaid bill, or at least they can't consider the shipper,   
   receiver, or contents (just things like weight, distance, etc)   
      
   However, this usually applies to transporting something (data, signal,   
   physical items, etc), running servers or hosting content is a little   
   different.   
      
   In the US, the DMCA is what protects hosts, not common carrier status.
