   The R&V dealt on a number of issues from the cost of the VDSL modems to   
   the way the capacity charges are calculated.   
      
      
   Depending on how the CRTC goes about this, it could result in a drop in   
   the capacity charges. or it could result in an increase for the first   
   couple of years with gradually lowering costs.
