   As much as I like the idea of influential Canadian industries requiring   
   Canadian ownership and control, there's just no way a startup can get the   
   domestic funding to compete with the duopolies, especially if playing   
   catchup with infrastructure spending is coupled with aiming for the   
   budget-minded consumer.  So we either accept that the big established   
   players will charge according to their profit ambitions, or we permit the   
   scrappers access to foreign funds.
