Very       short order processing intervals and multiple monthly orders would have       the same impact as if the Commission had chosen CNOC’s 95th percentile       model that it rejected in its Decision. Adopting CNOC’s model would       shift the responsibility to predict and manage the TPIA ISP’s usage to       the Cable Carriers.
