   The basis for Rogers’ proposed tariff that requires orders be placed on   
   the first day of the preceding month is Telecom Regulatory Policy   
   2011-703 wherein the Commission adopted a capacity model based on the   
   MTS Allstream proposal as opposed to CNOC’s 95th percentile model. Very   
   short order processing intervals and multiple monthly orders would have   
   the same impact as if the Commission had chosen CNOC’s 95th percentile   
   model that it rejected in its Decision. Adopting CNOC’s model would   
   shift the responsibility to predict and manage the TPIA ISP’s usage to   
   the Cable Carriers. As explained in the Cable Carriers’ February 13,   
   2012 Answer to CNOC’s January 4, 2012 Part I Application:

   order and why they only implement upgrades on the first of the month for
