   This is very difficult to interpret for anyone who hasn't yet completed the   
   "compare and contrast the   
   MTS Allstream proposal and CNOC’s 95th percentile model" assignment.

   Rogers knows as well as we do that the CRTC is a joke. (Any remaining doubt   
   was removed by some of Mr. Bibic' statements during the UBB hearings.)
