   Finally found the off tariff filings on the CRTC web site. Hidden in a   
   Review and Vary of 2008-17 decision file.

   Bell has recently started to offer deals. And the last one is interested   
   because it applies only to ISPs who have over 30k subscribers. This can   
   only mean Teksavvy and/or  Distributel.   
      
   Makes me wonder if Teksavvy and/or Distributel purposefully limit the   
   cable upgrades to remain in "stop sell" in order to shunt new customers   
   to DSL in order to meet the requirements to get those discounts.   
      
   This would explain why Rogers is tired of being blamed for this and   
   wants ISPs to stop naming Rogers in the ISP's public documents.
