   CRTC is aware of this, but they have off-the-record told me that the   
   fault lied not just with Rogers without giving me details.  The special   
   deals that Bell has been giving might be one explanation why an ISP   
   "appears" to be mistreated by Rogers because that would help it move   
   customers over to DSL. Those special deals are contingent on certain   
   growth of number of customers.
