Even with third party ISPs you're not entirely immune from Bell/Rogers.

On the Saturday afternoon of the holiday weekend, my Teksavvy dsl went
down. It later transpired that some Bell tech working in the box around
the corner had kindly rewired a neighbour's incoming line into my
house-feed. So calls to his number went to me and my dsl went out on the
wrong line. My incoming lines were hanging free in the box (which should
have flagged the tech that something was wrong in itself) so calls to my
   number went into the æther.

I have to say though that Teksavvy is starting to look more and more
like a big player. 2hr 7min 41 sec on Saturday, before I finally managed
to connect with tech support. Then a further 1hr 20m Sunday morning and
40m Sunday afternoon before I could get back to them with the results of
the mandatory troubleshooting so they could open a ticket with Bell. I
realise it was a long weekend, but that's the business (24/7).

(And don't get me started on TS accounts dept).
