   Have you seen Bell workers doing a lot of work over the summer ? If not,   
   it is possible that they just fixed some wiring for yoru neighbouhoud   
   and then ran a script to update speed profiles based on new line specs.   
      
   Are you able to access your DSL modem to get the line stats ?   
   upload/download speeds, signal to noise ratio for upload/download and   
   the attenuation for upload/download.   
      
   These 3 provide a good glimpse of your line quality.
