   Bell has been increasing the speed of their conventional DSL service for   
   some time.   
      
   What you have is pretty much as high as they can go with basic ADSL.   
      
   I've got that exact speed (7040 / 800) and I've had that for 2 or 3   
   years.  I have one of those legacy Sympatico HSE accounts - unlimited   
   bandwidth.  Started as 3-meg service back in 2001.  They just bumped it   
   up every few years - no notice, no extra charges.   
      
   I doubt that any sort of network or infrastructure upgrade was   
   responsible for what you (or I) have in terms of this 7-meg speed.
