   My speeds and ping-latency were generally very good up until December   
   2010, at which point my ping times (DSLreports smoke-ping test) showed   
   that the performance of my connection went into the garbage in the   
   evenings (between 6 and 11 pm).  Graphs of the ping-test showed maximum   
   latency of about 1.2 - 1.4 SECONDS between 8 and 10 pm.  Getting a   
   speed-test of under 200 kbps (either up and / or down-load) wasn't   
   uncommon.  This performance didn't degrade like this over time - it   
   happened all of a sudden one day in mid december 2010.   
      
   My DSL sync-rate had already been bumped up to 7040 prior to december   
   2010.   
      
   This lasted for about 1.25 years, and it ended when a fiber-optic cable   
   was connected between the CO and the building where my dslam is   
   located.  There was nothing wrong with my copper phone line - my speed   
   tests were great -> if I did the speed tests between 1 am and 11 am.   
      
   Before this fiber went on-line, my IP address was always A.B.x.x (where   
   A.B was rock-solid constant for years - I forget what it was but I could   
   look it up).  When the fiber went on-line, the first 2 numbers of my IP   
   address changed and is some-what variable, but is generally one of   
   these:  65.95.x.x, 50.101.x.x, 67.71.x.x, 70.27.x.x and 174.194.x.x.   
      
   I would suggest you try a 24 hour (or longer) smoke-ping test at   
   DSLreports.com.  You can post the URL of the results here for us to look   
   at if you want.  You need to have your router or modem "ping-able"   
   (enable icmp or port 113).  Your modem needs to be powered all the time   
   for this test, and your IP address can't change during the test.
