   KOS was negligent for not opening a ticket with Bell to fix the   
   attenuation problem on your line.

   That's a pretty trivial reason to be hopping around, signing up and   
   cancelling internet service between different ISP's.   
      
   I would imagine it's costing you some good coin to sign up with bell and   
   then cancel within the same month.

   No ISP wants to dick around with helping their customers putz with the   
   code on their personal web page.  I wouldn't judge the tech support   
   based on that.   
      
   You base ISP tech support on how well they fix your internet   
   connectivity or bandwith issues when there's a problem.   
      
   Very few people know they have personal web-space available to them, and   
   fewer still make use of it.
