   Incorrect. You start to seed the minute you have one verified part and   
   anyone else in interested in that part.  So you could have only 1% of a   
   file and be seeding to 20 people.  (this happens especially when a   
   torrent has just been posted).   
      
   And more importantly, you could have any x % of file, be seen in the   
   torrent and not be downloading anything. Beware of folks who stay at 37%   
   for any length of time.
