   Senior Project Manager - Bilingual / Secret - Location Ottawa (2 month

   Require temporary expertise to assess the readiness of the organization for   
   the Long Term Capital Plan exercise (gap analysis) and develop a project   
   plan (including the identification of key stakeholders) for the development   
   of Long Term Capital Plan.   
      
      
      
   Deliverables:   
      
   . Documentation of existing/missing sources of baseline and expenditure data   
   (gap analysis)   
      
   . Preparation of a Project Plan (schedule, level of effort) for:   
      
         - consultation on capital program priorities and linkage to   
   department's program activity   
      
         - gathering necessary baseline, expenditure and other relevant data   
      
         - approbation   
      
   Preparation of a high level draft of Long Term Capital Plan content   
   (skeleton) representative of the Project Plan   
      
   . Transfer of knowledge to the Manager, Materiel Management   
      
      
      
   The requirement is for the period of May 20, 2008 - up to 2 months   
      
      
      
   The candidate must have:   
      
      
      
   Education:   
      
   . Undergraduate degree in Business Administration / Economics or equivalent   
      
   Experience:   
      
   . Experience in coordinating the preparation of a Long Term Capital Plan /   
   Investment Plan   
      
   . Significant experience in drafting submissions to the Treasury Board of   
   Canada   
      
   . Experience preparing project implementation plans   
      
   . Experience preparing gap analysis   
      
      
      
   Abilities:
